Digital Literacy Resource Evaluation Working Group

Terms of Reference

Purpose

The purpose of the Digital Literacy Resources Evaluation Working Group is to assist in the review and selection of high-quality, openly licensed materials for inclusion in a resource collection that supports digital literacy in B.C. post-secondary institutions.

The digital literacy collection is a project BCcampus is undertaking as part of the Digital Learning Strategy of the B.C. Ministry of Post-Secondary Education and Future Skills.

Membership

The Digital Literacy Resources Evaluation Working Group will consist of volunteers drawn from our post-secondary communities, such as the British Columbia Teaching and Learning Council, BC Open Education Librarians, Educational Technology Users Group, and representatives from a mix of public post-secondary institutions across the province. The group will include individuals from institutions in urban and remote regions, student representation, and equity-deserving groups.

Responsibilities

Working group member responsibilities are as follows:

  • Provide feedback on the resource and content evaluation rubric.
  • Identify suitable content, courses, and resources that meet the criteria for the collection, particularly those that may be available from a home institution.
  • Serve as a resource on the project.
  • Participate in the activities for the curation and evaluation of content for the collection. See “Meetings and Communication” below for details.
  • Prepare for and participate in group and team meetings as well as project check-ins. See “Meetings and Communication” for details.

Meetings and Communication

We anticipate organizing the working groups in two cohorts, with the first cohort taking place January to March 2023. We estimate participation will require approximately 14 hours of time for the following activities:

  • Two working group meetings led by BCcampus
    • Orientation meeting (1–1.5 hours)
    • Review meeting to discuss the results of resource reviews and recommendations and identify gaps in content as well as provide feedback on the working group processes and improvements (1–1.5 hours)
  • Several meetings with resource review teammates (two or three individuals) over a period of 10 weeks; resource review meetings are to be self-organized. Assistance will be provided if a virtual room or chat space is requested for team communication (e.g., Mattermost).

Example Activity Plan: January 16 – March 30, 2023

Week 1: Attendance at a working group orientation session (1–1.5 hours online); review and feedback of rubric (one hour)

Week 2–Week 6: Midpoint check-in of progress and process by each team via email

  • Resource review team members will individually and collectively review allocated resources using the designated evaluation rubric (online form) and tools.
    • Resource review team members discuss resources, make decisions, and record recommendations (approximately 10 hours).

Week 7: Working group will meet to discuss the selected content by all teams and identify gaps; feedback will be requested on the resource evaluation process and tools (1–1.5 hours).
