As part of a large FIPSE grant, the Florida Distance Learning Consortium produced a site detailing a lot of the ins and outs of Open Textbooks. Especially helpful may be the sections on Tools for authoring and collaborating on Open Textbooks, and a long list of definitions of open textbooks, showing how diverse and understanding there are of this field.
