On June 4, 2019, the honourable Melanie Mark, Minister of Advanced Education, Skills and Training, announced funding to build capacity to prevent and respond to sexualized violence and misconduct at British Columbia’s 25 public post-secondary institutions. As a result of that funding announcement, BCcampus is seeking proposals in the development of a student climate survey related to student perceptions of sexualized violence and misconduct at B.C.’s post-secondary institutions, in collaboration with the Ministry of Advanced Education, Skills and Training and a working group of post-secondary subject matter experts.
Student Climate Survey Requirements
Purpose
- This document outlines a request for proposal for the development of a student climate survey related to student perceptions of sexualized violence and misconduct at British Columbia’s (B.C.) 25 public post-secondary institutions (PSIs). This survey will result in a full analysis and summary with graphics of students’ perceptions of the current campus climate and awareness of policy, processes, support and training with respect to sexualized violence and misconduct.
- This survey will be developed and deployed under the project management of BCcampus and in collaboration with the Ministry of Advanced Education, Skills and Training and a working group of post-secondary subject matter experts to provide advice and guidance.
Deliverables
- The student climate survey will be an anonymous and confidential survey that will provide a snapshot of the current student climate with respect to sexualized violence and misconduct. It will assess topics including students’ experience with and perception of safety and students’ knowledge of institutional policies and processes, as well as their understanding of key concepts and appropriate actions related to sexualized violence and misconduct at B.C. PSIs.
- In addition:
- The target audience will be students currently attending public post-secondary institutions in B.C.;
- The length of survey will be approximately 10 minutes or shorter; and
- This survey will primarily be qualitative, using multiple choice or rating format with up to 3 open-ended questions requiring additional analysis.
- The contractor will be required to attend 1.5-hour biweekly meetings with the working group, AEST staff, and BCcampus starting in September through to November. See timeline below for a complete list of deliverables.
- A privacy impact assessment analysis will be conducted by BCcampus in consultation with the survey provider (should one not already be in place for the organization and tools used in this case).
Requirements
- The successful contractor will have significant experience with survey design, development, and implementation.
- The survey results will be compiled, with a detailed analysis, and reported out in a full detailed summary, as well as a one-page summary of highlights complete with graphical representation of findings.
- The retention of the data collected through this survey will need to be compliant with the Freedom of Information and Protection of Privacy Act.
Communication and Deliverables Timeline
Communication and collaboration with the BCcampus project lead, Robynne Devine, will be required throughout the project life cycle.

Copyright, Licensing, and Waiver of Moral Rights
Any intellectual property developed as a result of this contract will be owned by the Province of British Columbia and subject to Creative Commons licensing. As part of this process, and as appropriate, all authors of written content will be required to sign a Waiver of Moral Rights provided by BCcampus.
No Subcontracting or Assignment
The use of third-party service providers is approved under the condition that the Supplier directly manages the payment and management of these service providers within the agreed upon budget and timelines for this project.
Budget
The total amount of the contract will be GST inclusive. Payment will be made in two parts: 1) after delivery of the mid-survey update and 2) after the delivery of the final survey results, the final report with graphical representation of findings, and the presentation of findings. Budget should include personnel and direct costs (travel, editing and formatting, etc.).
