Call for SMEs in Sexualized Violence Training Resources and Facilitation Guides

Background

As of 2016, the B.C. Sexual Violence and Misconduct Policy Act requires all public post-secondary institutions (PSIs) to implement policies to prevent and respond to sexual violence and misconduct. In 2017–2018, a government outreach campaign identified the need to increase access to quality training resources that support implementation. Access to sexualized violence and misconduct resources is an issue for all PSIs, but it is a particular challenge for smaller and rural PSIs.

In 2019 a cross-sector sexualized violence and misconduct training and resources working group was established to provide advice and identify priorities for resource development. To date the working group has completed the following:

Identified priority sexualized violence and misconduct topics in need of training resources, including consent, disclosure, root causes of sexualized violence and misconduct, accountability, justice (formal and informal), and trauma-informed practice
Developed a toolkit for evaluating sexual violence and misconduct training and resources to guide the selection of training resources that are gender-inclusive, survivor-centered, evidence-informed, de-colonial, trauma-informed, intersectional, culturally located, and accessible for all users

The first phase of this project was in an evaluation of sexualized violence and misconduct training resources that resulted in recommendations for resource development in the areas of consent, disclosure, accountability, justice, root causes, and trauma-informed practice.

The intent of this project is to build an inventory of quality sexualized violence and misconduct training resources for use by staff, faculty, and students at B.C. PSIs under a creative commons license. In addition to the training, this project will include the development of facilitator guides. The inventory will be hosted on an open-source website.

Scope

This call for proposals is for subject-matter experts to work with an instructional designer and professional writer on the curriculum development of a suite of sexualized violence and misconduct training and facilitator guides for face-to-face and webinar delivery. The facilitator guides will be an open resource to support facilitators who deliver sexualized violence and misconduct training to students, staff, and faculty on consent, bystander action, accountability, justice, and responding to disclosure.

The successful individual, team, or institution will use existing sexualized violence and misconduct training and facilitation guides developed by B.C. PSIs. The resources that act as a foundation to this work were identified in phase one of the project. The revisions to this work will focus on the strengths and limitations identified in the evaluations and the recommendations of the supporting instructional designer and writer. Be evidence-informed and include citations
Be trauma-informed and include root causes where possible
Include Indigenous knowledge and perspectives. The Pulling Together Guides may assist you in this work.
Include multicultural considerations
Be de-colonized and gender neutral
Support online and face-to-face delivery

Deliverables

The successful proponent will work collaboratively with the instructional designer, professional writer, and other subject-matter experts to complete the following:

Identify training limitations and additional curriculum limitations.
Work with the instructional designer to address resource gaps in curricula to achieve learning objectives.
Work with the professional writer to ensure curricula are presented in a professional, concise way.
Work collaboratively with the instructional designer to establish pre and post evaluations for consideration by the PSIs that will deliver the training.
Work collaboratively with subject-matter experts to ensure cohesion between sexualized violence and misconduct training resources and facilitator guides.
Work collaboratively on key recommendations identified the full report to include wise practices that will guide B.C. PSIs and be included as an additional resource (p. 9 a, b, and d).

Timeline

The date of completion for this work is January 31, 2021.

Payment

The successful individual, team, or institution will receive a grant up to $10,000 to fulfill the deliverables within the timeline. The grant agreement will depend on amount of work needed for each training resource.

The total amount of the contract will be GST inclusive.
