BCcampus is seeking a qualified contractor or team to lead a multi-year initiative that will enhance transparency and tracking of open educational resources (OER) adoption across British Columbia and Yukon public post-secondary institutions.

With funding from the William and Flora Hewlett Foundation, this project will support the implementation of OER course markings in institutional registration systems and the development of automated data collection and reporting processes. The goal is to empower students to make informed course selections by identifying OER-based courses at the time of registration while enabling BCcampus and institutions to capture consistent, reliable data on OER usage and student cost savings.

Join Our Project Team!

BCcampus is looking for a subject matter expert to join us on a contract basis. This call for proposals is seeking interest from experienced individuals with expertise in Student Information Systems (SIS), institutional course scheduling processes and procedures, open education practices, and engagement strategies.

Ideal candidates will have expertise and interest in the following areas:

  • OER and open education practices
  • Strategic communications and the development of outreach/awareness materials
  • Higher education systems, governance, and institutional change processes
  • SIS and registration/catalogue platforms
  • Technical integration of features (e.g., course markings) into SIS environments
  • Data automation and system-to-system data collection workflows
  • Facilitating cross-institutional collaboration and alignment
  • Working with or within public post-secondary institutions in British Columbia or Canada
  • Digital accessibility best practices in the design of communications, tools, and online systems

Timeline: August 2025 through to March 31, 2028.

Deliverables

In collaboration with the project team and system partners, the OER course markings expert will serve as a thought leader and contributor to help achieve the following outcomes:

  1. Communication and Engagement Materials
    • Develop a suite of targeted communication tools (e.g., brochures, slide decks, website content, and toolkits) to support institutional awareness and promote understanding and adoption of OER course markings.
    • Tailor messaging to different audiences, including institutional leadership, faculty, IT staff, registrars, and student associations.
  2. Framework and Implementation Plan
    • Create a standardized framework and phased implementation plan for course markings at B.C. and Yukon public post-secondary institutions.
    • Include guidelines for identifying OER-based courses and technical pathways for integration into registration/catalogue systems.
  3. Technical Integration Support and Documentation
    • Provide guidance and documentation to assist institutions in modifying their systems to support OER course markings.
    • Collaborate directly with institutional IT and registrar departments as needed.
  4. Automated Data Collection Tool
    • Design or adapt a tool or system for the automated collection and submission of OER-related data from institutions (e.g., course markings, adoption indicators, savings estimates).
    • Ensure the tool is user-friendly, secure, and compatible with institutional systems.

Proposals will be evaluated based on the following:

  • Proposed methodology
  • Understanding of the considerations and challenges to achieve project outcomes
  • Statement of philosophy on open education
  • Relevant experience
