BCcampus is supported by the Ministry of Advanced Education, Skills and Training (AEST) and partners with other ministries to provide neutral project leadership and facilitation. BCcampus is leading the evaluation of a provincial pedagogist program in partnership with the Ministry of Children, Families, and Development (MCFD), with assistance from their advisory group.

BCcampus invites proposals from qualified individuals and organizations to design, develop, and implement a multi-level evaluation. Further details on key data for the evaluation and considerations can be found in Appendix A.

Purpose

This document outlines a request for proposals for the development and implementation of an evaluation that will measure the impact of a government-funded program supporting early childhood educators and pedagogists. This evaluation will result in full analysis and summary (including graphics) of participants’ perceptions of the impact of the program, its effectiveness, and its challenges and successes.

This evaluation will be developed and deployed under the project management of BCcampus and in collaboration with the MCFD, which will provide advice and guidance.

Deliverables

The evaluation will be anonymous and confidential and will provide a snapshot of the current perspectives at given points, such as at the commencement of the program, the midpoint, and at the end of that cycle in the program. It will assess results such as participants’ experience and perception of the program, participants’ knowledge of the program, and participants’ understanding of key concepts and appropriate actions related to the implementation of the program at community-based childcare facilities.

In addition:

  • The target audience will be early childhood educators participating in the program, the employers of those educators, and the pedagogists employed in the program (approximately 14 pedagogists × 40 educators each).
  • The target audience will be located throughout the province, including rural areas.
  • This evaluation tool will include qualitative measures using multiple choice or rating format, open-ended questions requiring additional analysis, and focus groups and interviews.
  • The contractor will be required to meet with the BCcampus project manager in addition to attending meetings to present findings to the sponsor, MCFD.
  • A privacy impact assessment analysis will be conducted by BCcampus in consultation with the survey provider (should one not already be in place for the organization and tools used in this case).

Requirements

The successful contractor will have significant experience with the design, development, and implementation of program evaluation tools.

The evaluation results will be compiled with a comprehensive analysis and reported out in full detail, as well as in a one-page summary of highlights complete with a graphical representation of findings.

The retention of the data collected through this survey will need to be compliant with the Freedom of Information and Protection of Privacy Act.

Deliverables timeline

The evaluation will commence in January 2020 and be completed in July 2021, with a final report due by the end of August 2021. Evaluations will be conducted at the commencement of the program, midway, and at the end of the program. Exit evaluations will need to occur for participants exiting the program early.

Copyright, licensing, and waiver of moral rights

Any intellectual property developed as a result of this contract will be owned by the Province of British Columbia and subject to Creative Commons licensing. As part of this process, and as appropriate, all authors of written content, such as the report and findings, may be required to sign a Waiver of Moral Rights provided by BCcampus.

Budget

The total amount of the contract will be GST inclusive. Payment will be made in three parts: 1) after delivery of the approved design of the evaluation tool; 2) after delivery of the mid-program results; and 3) after the final report, the budget should include personnel and direct costs (travel, editing and formatting, etc.).

Appendix A- Examples of data and considerations
