Introduction and Statement of Purpose

Scope 

In partnership with the Ministry of Post-Secondary Education and Future Skills, BCcampus is conducting a jurisdictional scan of digital skills, tools, and process supports within British Columbia’s post-secondary system. The purpose of the scan is to better understand the supports available for remote learners and educators, and to identify gaps in service provision in the province.  

Developed in response to the Digital Learning Strategy recommendations, this scan will support remote learners and educators with digital skills, tools, and processes to improve their digital literacy.  

We invite applications for a key role in leading this project. We seek someone with extensive experience working with digital skills, tools, and processes to conduct a jurisdictional scan, review existing models, and develop a business case for a pilot program aimed at providing digital skills, tools, and process supports to remote learners and educators. 

  1. Conduct a jurisdictional scan of digital skills, tools, and process supports for remote learners and educators to identify gaps and make recommendations.   
  1. Review existing and sustainable models of digital skills, tools, and process supports for remote learners and educators that could be applied in the B.C. post-secondary sector.  
  1. Develop a business case for a pilot program to provide digital skills, tools, and process supports to remote learners and educators in the B.C. post-secondary sector.  

Deliverables 

  1. Work with BCcampus to draft questions for the jurisdictional scan addressing the project’s objectives. 
  1. Lead the methodology for the jurisdictional scan, in collaboration with BCcampus. 
  1. Meet with partners to review deliverables, including all 26 B.C. post-secondary institutions, system partners, and other organizations offering digital skills, tools, process supports, as well as the Ministry of Post-Secondary Education and Future Skills. 
  1. Write an executive summary, gaps analysis, and recommendations based on the findings of the jurisdictional scan. 
  1. Develop a business case for a pilot program to provide digital skills, tools, and process supports to remote learners and educators in the B.C. post-secondary sector. 

Timelines 

Timelines for submission: 

  • Submit proposal by August 25, 2024. 
  • BCcampus will award the contract by September 6, 2024. 

Timelines for work related to this project: 

  • Jurisdictional scan: October – December 2024. 
  • Review of existing models: October – November 2024. 
  • Business case for pilot: February 2025. 

Expectations of Selected Applicant 

The following skills and deliverables are expected of the successful applicant: 

  • Comfortable working collaboratively with subject-matter experts and provincial ministries. 
  • Able to provide expertise on digital skills, tools, and processes. 
  • Able to provide recommendations for service models for learner and educator supports. 
  • Excellent verbal and writing skills to communicate with clarity and respect. 
  • Able to work in isolation and with little supervision. 
  • Experience carrying out a jurisdictional scan. 
  • Experience writing business cases. 
  • Experience working in the B.C. post-secondary education system.

The total amount of each service contract does not include GST. Payment will be tied to deliverables and based on hours worked. 

Proposal Evaluation Criteria 

Applicants will be evaluated based on experience with the following: 

Approach 

  • Project steps and milestones are clearly articulated and can be reasonably met. 
  • Proposal clearly states an understanding of the target learner, deliverables, and intention of the project. 
  • Proposal demonstrates an ability to carry out all deliverables. 

Experience 

  • Role of the digital support expert and relevant experience are clearly described, including: 
  • Experience supporting learners with digital skills, tools, and processes. 
  • Experience working on jurisdictional scans and writing business cases.

Budget 

  • The budget is reasonable given the work proposed. 
  • The budget clearly shows when the project work and related expenses will occur. 

The successful applicant will be contacted for further discussion and next steps.
