Background
Micro-credentials, as defined in the Micro-credential Framework for B.C.’s Public Post-Secondary Education System (2021), “recognize stand-alone, short duration learning experiences that are competency based, align with industry, employer, community and/or Indigenous community needs and can be assessed and recognized for employment or learning purposes.”
To build capacity in the B.C. post-secondary sector to design and implement micro-credentials, BCcampus published the BCcampus Micro-credential Toolkit for B.C., funded by the Ministry of Post-Secondary Education and Future Skills, in September 2023.
Written by a single author, with extensive consultation with members of the B.C. post-secondary community, the toolkit involved needs assessment, research, writing, and review. It is informed by the Micro-credential Framework for B.C.’s Public Post-Secondary Education System and contains four sections: introduction, implementation, collaboration, and design. Stories are a feature of the toolkit.
We recognized early in the toolkit project we would need a chapter on collaborating with Indigenous communities and institutes from an Indigenous perspective, ideally written by an Indigenous author. In accordance with a distinctions-based approach, we recognize that relationship and engagement with First Nations and Métis may require different approaches or actions and result in different outcomes. First Nations and Métis communities also have specific needs and perspectives, so taking these different perspectives into account is important.
Purpose
This call for proposals is to identify an individual or team with lived experiences to write a chapter with Indigenous perspectives on the following:
- How to jointly develop and implement relevant micro-credential offerings with First Nations and Métis communities that recognize and respond to community and economic needs and provide meaningful pathways for learners.
- How to determine whether additional supports are required for learners who face barriers to remote learning such as lack of technology and diverse levels of digital literacy.
We are also looking for input on other considerations, such as:
- How can micro-credentials assist First Nations and Métis communities to meet their training and education goals?
- How and when to engage First Nations and Métis communities.
- The first step in engaging First Nations and Métis communities.
- Other factors and insights we may have missed.
This information may contain text, images, audio, video, interactive elements such as H5P, or other means of expressing information. The length of this resource is flexible, but if measured in pages, it should be between 10 and 20.
Deliverables
The successful contractor will:
- Submit one copyedited chapter (10–20 pages) in Word that achieves the purposes described above. At least two stories about collaborating with First Nations and Métis communities must be included.
- Engage with First Nations and Métis communities and partners (including the First Nations Education Steering Committee and Métis Nation BC) as needed to meet the deliverables.
- Work with the BCcampus Project Management Office on the production and publication of the chapter in the BCcampus Micro-credential Toolkit for B.C. by March 31, 2024.
Timeline for Completion
March 31, 2024 (or mutually agreed upon date soon thereafter).
Payment
Up to $10 000 CAD (including taxes) is available for this work.
Proposal Evaluation Criteria
Proposals will be evaluated on the following criteria:
Quality
- Relevant experience for this project
- Knowledge of relationships between First Nations and Métis communities and B.C. post-secondary institutions.
- Proposed methodology that identifies deliverables and due dates for each stage of the project
- Creativity in the use of non-textual elements where possible, including stories
Budget
- The budget is reasonable with regards to the work proposed.
- The budget is easy to understand and clearly outlines the most significant line items required, along with a reasonable timeline for expenses.
- The budget clearly shows when the project work and related expenses will occur.
